Heritage Expert. He was, until 2005, Director of Culture and Cultural and Natural Heritage of the Council of Europe. He has been responsible for the proclamation of the Camino de Santiago as the first European cultural route.

Prior to joining the Council of Europe, he was an adviser in the Cabinet f the Directorate General of Fine Arts (1968-1970), curator of Exhibitions at the Ministry of Forign Affairs (1969-1979) and appointed secretary of the National Council of Plastic Arts, position of which did not take possession by its incorporation to the Counicl of Europe, where it enters in 1979, occupying several positions related to the Cultural Heritage until the year 2003. He has acted as rapporteur in the Commissions of Culture of the European Paliament and in the Parliamentary Assembly of the Council of Europe, on the illicit circulation of Cultural Property.
