After serving as Government delegate in Galicia, he returns to take charge of the field of emergencies in Galicia. As director of this department, he is also the head of the Galician Academy of Public Security (Agasp), from which the Xunta seeks to provide a comprehensive treatment of public emergencies and security. Precisely, the Academy of Seguridade was, between the years 1993 and 1998, its first destination as a civil servant since, licensed in Law by the University of Santiago, it belongs to the Superior and Management bodies of the Xunta de Galicia.
